1. Who we are
Webline Africa Limited ("Webline Africa", "we", "us") is a technology company based in Dar es Salaam, Tanzania. Since 2011 we have provided bulk SMS, domain and hosting, ICT supply, custom system, website and mobile app development, and server management services to businesses across East Africa.
This policy explains how we handle personal data on webline.africa and in connection with our services. We process personal data in line with the Tanzania Personal Data Protection Act, 2022 and other applicable laws.
2. Data we collect
Information you give us
- Contact form: your full name, company name, email address, phone number, the service you are interested in, and your message.
- Customer accounts: account, billing and contact details you provide when you sign up for our services, including through our client portal at sms.webline.africa.
- Support and sales communication: anything you share with us by email, phone or WhatsApp.
Information collected automatically
- Technical data: your IP address, browser type, device information and the pages you visit, recorded in standard server logs.
- Security data: if our anti-spam check is enabled, Cloudflare Turnstile assesses whether a form submission comes from a person rather than a bot.
- Cookies: see section 6.
3. How we use it
- To respond to your enquiries and prepare quotes.
- To provide, bill for and support the services you order.
- To keep our website, systems and customers secure, including preventing spam and abuse.
- To send service notices, such as maintenance alerts or renewal reminders.
- To meet our legal, tax and regulatory obligations.
We process data because it is necessary to perform a contract with you, because you have given consent, because we have a legitimate interest in running and securing our business, or because the law requires it. We do not sell personal data.
4. Bulk SMS data
When you use our bulk SMS platform, you upload recipient phone numbers and message content. For that data you are the data controller and we act as your processor: we use it only to deliver your messages, produce delivery reports and meet regulatory requirements.
You are responsible for having a lawful basis, such as consent, to message your recipients, and for honouring opt-out requests. Messages pass through mobile network operators and SMS gateways, which handle them under their own obligations.
5. Sharing
We share personal data only when needed, with:
- Service providers that help us operate, such as hosting and data centre providers, email providers, and Cloudflare for security.
- Mobile network operators and SMS aggregators, to deliver messages you send.
- Domain registries and registrars, when you register a domain, as their rules require.
- Authorities, when required by law or to protect our rights, customers or the public.
Our website also loads fonts, icons, scripts and images from third-party content delivery networks (Google Fonts, jsDelivr, unpkg and Unsplash), which receive your IP address when your browser requests these files. Some providers may process data outside Tanzania; where that happens we take reasonable steps to make sure your data stays protected.
6. Cookies
Cookies are small files stored by your browser. We currently use only cookies that are needed for the website to work:
| Cookie | Purpose | Duration |
| Session cookie | Keeps your visit and forms working, and keeps staff signed in to the dashboard. | 2 hours |
| XSRF-TOKEN | Protects forms against cross-site request forgery. | 2 hours |
| Cloudflare Turnstile | Checks that form submissions come from a person, when enabled. | Session |
We also save your cookie banner choice in your browser's local storage so we don't ask again. We do not use advertising cookies. If we add analytics in future, we will only load them after you choose "Accept all" in the cookie banner.
You can block or delete cookies in your browser settings, but parts of the site, such as the contact form, may stop working.
7. Retention
We keep personal data only as long as we need it for the purposes above. Enquiries are kept for up to two years unless they lead to a contract. Customer and billing records are kept for as long as you are a customer and afterwards for the period required by tax and accounting laws. Server logs are kept for a short period for security.
8. Security
We protect data with encrypted HTTPS connections, access controls, audit logging, rate limiting on sign-in, regular updates and backups. No system is completely secure, so we cannot guarantee absolute security, but we work to prevent unauthorised access and will notify you and the authorities of a breach where the law requires.
9. Your rights
Subject to the law, you can ask us to:
- tell you what personal data we hold about you and give you a copy;
- correct inaccurate or incomplete data;
- delete data we no longer need or have no lawful basis to keep;
- stop or restrict certain processing, including direct marketing;
- withdraw consent you have given.
To make a request, contact us using the details below. You may also complain to the Personal Data Protection Commission of Tanzania.
10. Changes to this policy
We may update this policy from time to time. The date at the top of the page shows the latest version. For significant changes we will give notice on this website or contact our customers directly.
